Fisilau played twice for England’s ‘A’ side last November – one of three Chiefs players to be picked for the development side alongside Ethan Roots and then-Exeter full-back Josh Hodge.
However, only Roots has made it to the ‘A’ squad for their forthcoming game with an Argentina XV on Friday.
Baxter says that selection is in part down to his side’s poor start to the season.
Exeter have won just one of their first five Prem matches and sit second-bottom of the table.
“We haven’t had the best start to the season, have we?” he said.
“Some other clubs have had better starts and if you’re a young player at another club that’s had a good start that probably means you’re performing pretty well.
“I can understand why selection goes like that, because it’s just like selection goes the other way when you’re the team that’s winning every week and you’re top of the Premiership, people are looking because everybody must be playing well.
“For you to be winning lots of Premiership games you must be playing well, that means the players inside the team must be playing well and that form tends to get rewarded.
“That’s why you’ve got to keep talking about it with your players and go ‘come on, we need to be high-level players playing in a high-level team, because everybody gets rewarded then’, and at the moment we’re just not quite getting rewards we would like.
“We’re not quite collecting the points we would like – I don’t think we’re far off, but this just shows you how good form does get rewarded.”
